The Digital Health Incentive Scheme (DHIS), which became live on January 1, 2023, aims to boost adoption of digital healthcare services and encourage public adoption of the Ayushman Bharat Digital Mission (ABDM).
Aiming to provide digital health services to all people of the nation, ABDM also plans to use the Digital Health Incentive Scheme to encourage and support the adoption of these services by healthcare facilities such as clinics, diagnostic centers, hospitals, and labs.

DHIS aims to facilitate the Ayushman Bharat Digital Mission’s broad implementation and adoption, enabling a significant portion of India’s population to obtain digital health services and high-quality healthcare.
Tier 1 and Tier 2 Indian cities are the main locations that adopt digital health services, even though their growth has been unparalleled nationwide. The government hopes that DHIS will encourage medical practitioners to support this initiative and increase the number of digital health transactions nationwide.

Beneficiaries:
Several government and commercial institutions, including KGMU, Lucknow, KIMS Hubli, Bengaluru, AIIMS Raipur, Bhopal, and Lok Bandhu Raj Narayan Combined Hospital, Lucknow, are among the recipients of the incentives.
Registration:
Currently, 1,205 healthcare facilities—including 638 commercial and 567 governmental hospitals, clinics, and diagnostic labs—have registered for this program. Moreover, 22 of the 25 registered digital solution companies are private enterprises.
Until June 2023, the DHIS scheme gave incentives of ₹4.84 crore to seven health IT startups and over 120 healthcare facilities.
The program is available to healthcare facilities that list 10 or more beds in the Health Facility Registry (HFR). An incentive would be available for any ABHA-linked health record created in the medical facility (OPD/IPD services).
Hospitals must perform 50 transactions per bed per month minimum to be eligible for the incentive. Transactions in the laboratory or diagnostics must total more than INR 500 per month to be eligible for this incentive scheme.

“Transaction” refers to establishing any teleconsultation, lab report, prescription, or other health record linked to an ABHA/ABHA address by a medical facility or a health locker.
Be aware that if you produce any medical records created during a specific care setting, the authorities will consolidate them into a single transaction in relation to an ABHA address. These medical records may include prescriptions for over-the-counter medications, diagnostic results, or even several consultations during a single hospital visit.

As of right now, ABDM has provided instructions on how to submit a claim for incentives through DHIS. Here are the steps to claim.
Create a Health Facility Registry (HFR) account for your facility.
Use software that supports ABDM, or download the ABHA mobile app.
Use your HFR ID to register for DHIS.
To claim the incentive, log in to your HFR profile.

At the end of each calendar month, the authority computes the health facilities’ total incentive amount in their HFR accounts. However, they do so on the basis of digital transactions that ABDM has logged. If there are any computation mistakes, the health facility or DSC may contact [email protected].
Each calendar month will consist of two payment cycles. The first payment cycle of a given month would process claims submitted on or before the fifth day of the calendar month. In the second payment cycle, DHIS processes the claims you submit after the fifth but before the twentieth day of the month.
Among the fundamental components or modules that ABDM will develop, the primary ones are registries of people, citizens, and patients (Health ID registry), healthcare professionals, and registries of healthcare facilities. Every one of these entities has a distinct identifier in these registries that is valid throughout the ecosystem.
