The scheme was launched in the year 2017 to provide monetary compensation to pregnant women who have lost their jobs owing to the pregnancy. Objectives of PMMVY:

An average Indian woman is considered undernourished owing to limited access to food due to poverty. The government has always tried to introduce lucrative health schemes to provide at least basic nutrition to women and children. The PMMVY comes under the Women and Child Development Ministry of India. 

  1. The objective of the Pradhan Mantri Matru Vandana Yojana (PMMVY) is to give partial compensation to pregnant women and lactating mothers who were working and had to experience wage loss due to the pregnancy. 

  2. The pregnancy period requires a woman to take additional nutrition to sustain the pregnancy and deliver a healthy child. 

  3. The cash incentive provided with the help of three installments can be used to meet at least the daily requirement of nourishment solely for pregnant women.

Beneficiaries of the PMMVY Scheme:

  • All Pregnant Women (PW) and Lactating Mothers (LM), except those employed by the State Government, Central Government, or Public Sector Undertakings, and those already receiving similar benefits under another applicable law.

  • Pregnant and lactating Anganwadi Workers (AWW), Anganwadi Helpers (AWH), and Accredited Social Health Activists (ASHA).

Eligibility Criteria for Identifying Socially and Economically Disadvantaged Women

Recognising and addressing the needs of socially and economically disadvantaged groups is essential for promoting inclusivity and equity. The following criteria are used to identify women belonging to these sections of society:

  1. Women from Scheduled Castes (SC) and Scheduled Tribes (ST)
    Women belonging to SC/ST communities, who often face historical disadvantages, are prioritised.

  2. Women with Disabilities (Divyang Jan)
    Women with partial (40%) or complete disabilities are included to ensure support for their unique challenges.

  3. Women Holding a BPL Ration Card
    Beneficiaries of the Below Poverty Line (BPL) ration cards are categorised as being for targeted assistance.

  4. Women Covered Under PMJAY (Ayushman Bharat)
    Beneficiaries of the Pradhan Mantri Jan Aarogya Yojana, which provides healthcare coverage, are included.

  5. Women with e-Shram Cards
    Holders of e-Shram cards, typically unorganised sector workers, qualify under this criterion.

  6. Women Farmers Benefiting Under Kisan Samman Nidhi
    Women receiving benefits through the PM Kisan Samman Nidhi scheme are recognised.

  7. Women Holding MGNREGA Job Cards
    Participants in the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) program are included.

  8. Women from Families with Net Income Below Rs. 8 Lakh per Annum
    This ensures support for women from economically weaker sections of society.

  9. Pregnant and Lactating AWWs, AWHs, and ASHAs
    Anganwadi Workers (AWWs), Anganwadi Helpers (AWHs), and Accredited Social Health Activists (ASHAs) who are pregnant or lactating are considered.

  10. Women Holding Ration Cards Under the NFSA Act, 2013
    Beneficiaries of the National Food Security Act (NFSA) are included in providing nutritional and economic support.

  11. Other Categories Prescribed by the Central Government
    Any additional groups specified by the Central Government will also qualify.

Exclusions Under PMMVY

While the Pradhan Mantri Matru Vandana Yojana (PMMVY) aims to support pregnant and lactating mothers, specific exclusions ensure the scheme targets the most deserving beneficiaries.

  1. Husband's Aadhaar Not Mandatory
    The Aadhaar card of the beneficiary’s husband is not required to avail of benefits under the scheme, ensuring ease of access for women.

  2. Women in Regular Employment or Receiving Similar Benefits
    Pregnant women and lactating mothers employed in regular positions with the Central or State Government, Public Sector Undertakings (PSUs), or those receiving similar benefits under any existing law are not eligible for PMMVY benefits.

Nutritional Needs

Pregnant and breastfeeding women need extra nutrients to have enough for themselves and their babies. They should aim to eat about 200 extra calories a day, based on their height and weight. The World Health Organisation recommends that babies be exclusively breastfed for the first 6 months of life. To do this, moms must ensure they’re getting enough nutrition. The PMMVY scheme helps provide the support women need to meet these extra nutritional needs for both them and their baby.

Other Benefits Under Pradhan Mantri Matru Vandana Yojana ( PMMVY )

  • Cash Incentives: Eligible beneficiaries receive cash incentives in three installments:

  • First Instalment: ₹1,000 for early pregnancy registration.

  • Second Instalment: ₹2,000 after six months of pregnancy and completing at least one antenatal check-up.

  • Third Instalment: ₹2,000 after childbirth registration and completion of the first cycle of vaccinations.

  • Additional Cash Incentive: Beneficiaries also receive an additional ₹1,000 under the Janani Suraksha Yojana (JSY) for institutional delivery, making the total maternity benefit ₹6,000 under the PMMVY and JSY schemes.

Eligibility Criteria for PMMVY:

The main aim of the scheme is to provide at least Rs. 5000 as a cash incentive to pregnant women bearing their first child in the country. The following are the eligibility criteria for availing of Pradhan Mantri Matru Vandana Yojana benefits.

  1. The woman is an Indian citizen.

  2. The woman was employed before she conceived the pregnancy.

  3. The woman conceived on or after 01.01.2017.

  4. The woman has experienced a wage loss due to the pregnancy.

  5. The woman is not on a paid maternity scheme.

Documents Required for PMMVY:

Different sets of documents are required at different stages to receive the installments under PMMVY. The beneficiary will have to submit corresponding documents while making a claim for each installment. The following documents will be required as per the number of installments: 

First Installment: Documents to be submitted within 150 days from the last menstrual date:

  • Duly filled application Form 1A

  • Copy of MCP card 

  • Copy of identity proof

  • Copy of bank or post office account passbook

Second Installment: Documents to be submitted within 180 days from the last menstrual date:

  • Duly filled application Form 1 B

  • Copy of MCP Card

Third Installment: Documents to be submitted after registering childbirth.

  • Duly filled application Form 1C

  • Copy of MCP Card

  • Copy of Aadhaar ID

  • Copy of Child

  • Birth Registration Certificate

How to Apply for PMMVY Online?

The following are the steps for online PMMVY registration. You will need the login details of the scheme facilitator to PMMVY apply for online registration through the PMMVY CAS (Common Application Software). Take a look at the process:

Step 1: Opening the website

Visit this https://pmmvy-cas.nic.in and log in with your email ID and password. 

Step 2: New Registration

If the login details are being used for the first time, the system will prompt the user to change the existing password before proceeding. After entering the system with a new password, the user will be taken to the Beneficiary list. Click on the “New Beneficiary” button to create a new beneficiary. You will need any of the following documents to continue the process:

  • Aadhaar Enrollment ID

  • Aadhaar Number

  • Any other document specified by the State Government or UT Admin

  • Any other Photo ID – State Government or UT Admin

  • Bank Photo Passbook

  • Certificate of Identity with Photograph – Gazetted Officer

  • Driving License

  • Employee Photo ID – GOI or PSUs

  • Health Card Issued by PSU or Government Hospital

  • Kissan Photo Passbook

  • MGNREGS Job Card

  • PAN Card

  • Passport

  • Ration Card

  • Voter ID Card

Step 3: Filling basic details

The next step is to complete the PMMVY registration online by filling in the basic details of the beneficiary, for example, category, ID proof number, LMP date, mobile number, name, number of living children, pregnancy registration date, registration date under PMMVY, etc. in the given fields.  

Step 4: Bank details

Enter bank details for receiving the installments. 

Step 5: Remaining instalments

The beneficiary can later make a claim and make the remaining installments available by submitting the documents.

How to Apply for PMMVY Offline?

If you are unable to access the PMMVY apply online registration, you can opt for the offline method by following these steps:

  • Step 1: Visit the nearest Anganwadi Centre (AWC) or an approved government health facility that implements the PMMVY scheme.

  • Step 2: Obtain the application form either from the AWC or download Form 1A from the official website (https://pmmvy-cas.nic.in).

  • Step 3: Fill in the required beneficiary details, husband's information, address, mobile number, Last Menstrual Period (LMP) date, bank account details, etc. Complete the form and submit it at the AWC or the approved health facility.

  • Step 4: The supervisor will verify the information provided in the application form.

  • Step 5: Upon successful verification, you will receive an acknowledgement copy from the Anganwadi Worker (AWW), Accredited Social Health Activist (ASHA), or Auxiliary Nurse & Midwife (ANM). This confirms that your Pradhan Mantri Matru Vandana Yojana registration has been completed.

Does the benefit under PMMVY continue in case of death?

No, in the unfortunate event that the child does not survive, the beneficiary is not eligible for benefits under PMMVY for further pregnancies as she has already claimed the installments.

Will the beneficiary get the benefit in case of miscarriage or stillbirth?

The beneficiary will receive the installments until the pregnancy is active. Since the benefit is paid out in three installments depending upon the pregnancy milestones, the beneficiary will receive at least two installments in case of stillbirth. The date of miscarriage will be a factor in deciding whether the benefit will continue or not.

How to download your PMMVY Scheme Card Online?

There is no specific need to download a separate PMMVY card as the beneficiary can use the unique ID mentioned on their Mother and Child Protection (MCP) card. The MCP card records various details and check-ups related to the pregnancy. Families can also be educated about the importance of institutional deliveries with the help of this card. It serves as proof of identification as well. The MCP card has various positive images printed on it. These images help the mother and her family to identify the nutritional requirements and developmental milestones of a child.
