No Objection Certificate NOC): Form 22 is needed if the vehicle is financed.

Now select ‘Driving License Related Services’ under the ‘Online Services Menu.
Click the "Apply Online" option and select a new driver's license.
Now, choose the state, like Bihar, and the type of transaction and click on continue.
Enter the learner's permit number along with DOB.
Fill in the required details such as personal information, address, educational qualifications, etc.
Upload scanned copies of necessary documents like proof of identity and address, passport-size photograph, and signature.
Select a suitable time slot for your driving test (if applicable).
Pay the applicable fees online via any mode.
Once the application is submitted and processed, an acknowledgment number will be generated that individuals can use to track the status of the online application.
Collect your learner's license (if applicable) from the selected RTO office after passing the written test.
Schedule a driving test, if necessary.
Upon successful completion of the test, a permanent driver's license will be issued.

It involves the following steps: -
Get the No Objection Certificate (NOC) from the RTO where the vehicle is registered previously.
Collect forms 29 and 30 from the Bihar RTO or download them from the official website.
Fill the forms 29 and 30; the vehicle's seller must sign them and the buyer.
Avail a copy of the RC of the vehicle from the seller.
Also, take a copy of the vehicle's PUC or Pollution Under Control and insurance certificate.
Now, get a copy of the proof of address of the buyer.
After that, pay the fee at the Bihar RTO.
Ensure to submit all the essential documents along with the original RC at the RTO.
First, RTO Bihar will verify all the documents and process the ownership.
Once everything is verified, the transfer is processed, and the new RC will be issued to the new vehicle owner.
However, remember to process the ownership of a vehicle within 30 days from the day of purchase to avoid any type of penalties.
