The Goa RTO offers numerous services to the residents of Goa. They are as follows: -
Registration and issuance of driving licenses for varied types of vehicles like cars, two-wheelers, and commercial vehicles.
Renewal of vehicle registration and driving licenses.
Issuance of permits for commercial vehicles.
Transfer of ownership for vehicles.
Issuance of fitness certificates for vehicles.
Collection of road tax and other fees related to transport services.
Visit the Regional Transport Office (RTO) in Goa.
Complete Form 20, the vehicle registration form available at the RTO.
Hand all necessary documents and the filled Form 20 to the authorized executive.
Settle the registration fee required for the process.
The authorities will inspect your vehicle along with the submitted documents.
If all documents are legally valid, your vehicle will be approved.
Upon approval, you will be given a unique registration number and certificate for your vehicle.

The documents are as follows:

Car insurance copy duly attested
Road tax receipt, if applicable
Vehicle fitness certificate
Form numbers 60 and 61 and if needed PAN card is needed.
Candidate’s proof of address
Form number 34 has to be attested by the owner of the vehicle and financier if the case is financed.

Permanent vehicle registration in Goa is valid for 15 years. After that, renew it every 5 years.
Complete Form 25, available on the RTO website or directly from the RTO office in Goa.
Get your original Registration Certificate (RC), Pollution Under Control (PUC) certificate, and valid insurance certificate ready.
Hand in your filled Form 25 and documents at the Goa RTO along with the renewal fee.
The authorities will inspect your vehicle.
Once the inspection is done, you'll receive the renewed Registration Certificate.
If your original Registration Certificate (RC) is lost, stolen, torn, or damaged, you'll need a duplicate for smooth vehicle operation.
Complete Form 26, the application form for a duplicate RC.
Gather necessary documents like chassis number, police FIR copy, Pollution Under Control (PUC) certificate, vehicle insurance certificate, etc.
Hand in all required documents along with the necessary fee at the Goa RTO.
Take your vehicle to the Goa RTO for a physical inspection.
RTO officials or staff will inspect your vehicle and verify all submitted documents.
Once the inspection and verification are complete, you'll be issued a duplicate Registration Certificate.
A candidate can easily apply for a driving license after one month once they acquire a learner's license. The steps are as follows: -
Visit the official website of Goa RTO https://parivahan.gov.in/parivahan/
After that, select 'Goa' from the menu.
Now click on 'Apply for Driving License.'
Select Continue and fill in all the essential details.
Upload all the documents.
Once you upload all the documents, select your slot for the driving test which will be organized at Goa RTO.
Any document verifying your age, like a birth certificate, school certificate, or passport.
Documents like utility bills, Aadhar cards, etc., show the current address.
Fill out the driving license application form at the Regional Transport Office or download it online.
Provide a few recent passport-sized photographs.
If applying for a permanent license, submit a copy of the learner's license.
If you learned to drive through a school, provide the certificate they issued.
Bring a vehicle for the practical driving test.
A medical certificate may be required, confirming your physical fitness.
Pay the prescribed fees for the driving license process.

Go to the Regional Transport Office in Goa.
Obtain two copies of Form 29 from the RTO.
Gather the necessary documents:
Chassis number
Original Registration Certificate (RC)
Police FIR copy
Pollution Under Control (PUC) certificate
Vehicle insurance certificate
NOC from the financer (if applicable)
PAN card or Form 60/61
Address proof
Complete the application form with the required details.
Go back to the RTO and submit the application form along with all the documents.
Pay the applicable fees and taxes for the ownership transfer process.
RTO staff will inspect the vehicle and verify all the submitted documents.
Once the verification is successful, the ownership transfer is approved.
The Regional Transport Office updates the Registration Certificate (RC) ownership details.
The vehicle ownership transfer process is now complete.
As per the Goa Motor Vehicles Rules, 1991, vehicle owners have the option to get a VIP (Very Important Person) number for their vehicles. In addition, these numbers usually have unique combinations or special digits and are considered highly desirable by many vehicle owners. Follow the below steps: -
Check availability of the VIP number: The first step is to check the availability of VIP numbers for your vehicle's category. This you can do by visiting the official website of Goa RTO.
Choose your favorite number: Once you have checked the available options select a number that you like. Make sure to also check its price, as VIP numbers usually cost significantly more than regular numbers.
Fill in the required details: After choosing a number, fill in your personal and vehicle information in Form 46. This form is used for the allotment of special registration numbers.
Pay the required fees: Along with Form 46, you will also need to submit a fee as per the chosen VIP number's price.
Submit documents: You have to submit a few documents like your valid driving license, address proof, and RC.
Wait for approval: Once your application process is complete, the next step is to wait for its approval.
Collect your new RC: If your VIP number application is approved by RTO, you will get an updated RC with your favorite VIP number within 14 days from the date of application.
