The application for permanent vehicle registration should be submitted to the relevant registering authority closest to the vehicle owner's residence or business location. To obtain a permanent registration number, the vehicle owner must apply to the respective regional transport office using Form 20 and submit the necessary documents. Follow these steps to secure permanent registration for your vehicle at the HP RTO:
Step 1- Visit the Regional Transport Office nearest to your residential or business area, bringing along all necessary documents and their photocopies.
Step 2- Complete and submit the application form, along with the applicable permanent registration fees, at one of the counters in the relevant HP RTO.
Step 3- Carry a demand draft made out in the name of the specific RTO for the applicable road tax, accompanied by the relevant documents.
Step 4- After the documents undergo verification and processing, the Himachal RTO concerned will also inspect the vehicle to be registered. Typically, this process is finalized within two to three days, though it may take longer in some instances.
Step 5- Subsequently, the official from the designated HP RTO will issue the registration certificate and assign the vehicle's registration number to the owner.
The permanent registration remains valid for 15 years from the registration date. The owner must renew the vehicle registration every 5 years following its expiration. To obtain a permanent registration certificate and number, the vehicle owner needs to submit the following documents.
Form 21 (Sale Certificate for the vehicle)
Form 20 (in the event of the vehicle being acquired through Hypothecation, loan, or lease)
Form 22 (Roadworthiness Certificate, obtained from the vehicle dealer)
Attested copies of the invoice from both the manufacturer and the seller
Valid identification proof for the vehicle owner
Valid vehicle insurance certificate
Passport-sized photographs of the vehicle owner
Current temporary registration certificate
Proof of address (passport, Ration Card, or Aadhaar card)
