The transport department of Rajasthan works towards the execution and implementation of laws mentioned in the Motor Vehicles Act through the Rajasthan Regional Transport Office (RTO). The Rajasthan Regional Transport Department performs the following key roles and duties:
Registration of Motor Vehicles - The principal role of the Rajasthan RTO is vehicle registration. It offers services like Trade Certificates, Permanent Registration, Temporary Registration, Renewal of Registration Certificate, Duplicate Registration Copy, Change of Owner's Address, Ownership Transfer Certificate, Reassignment, Registration of Diplomatic Vehicles, Issuance of No Objection Certificate, Number Reservation, Display of Registration Codes, and more under Motor Vehicle Registration.
Issuance of Goods and Passenger Vehicle Permits - The Rajasthan RTO issues permits to various vehicles such as auto rickshaws, city cabs, luxury cabs, pre-paid taxis, Maxi Cabs, radio taxis, and more. It also provides temporary permits, goods carriage permits, permits for educational institution buses, private service vehicles, etc.
Enforcement of Motor Vehicles Act - The RTO ensures effective enforcement of the provisions, rules, and regulations imposed under the Motor Vehicles Act.
Road Safety Measures - The Rajasthan RTO enforces several traffic rules and regulations across the state to ensure road safety.
Issuance of Driving Licenses - The RTO issues permanent and learner's licenses, international driving permits, duplicate licenses, renewal of driving licenses, etc.

Here are the key steps to register your new or old vehicle with the Rajasthan RTO:
Step 1: Obtain Application for Registration Form - Form 20
Form 20 is the vehicle registration application form that must be filled by the vehicle owner. It captures personal details, vehicle category, fuel type, engine/chassis details, insurance etc.
The form is available online on the Transport Dept. website or at the RTO office.
Step 2: Accurately fill Form 20 with vehicle and owner details
Ensure all fields are filled with no errors, especially the 17-character VIN/chassis number as per invoice.
Step 3: Submit Form 20 along with supporting documents
Documents like proof of ID/address, PAN card, vehicle invoice, valid insurance, emission test report, old RC (for renewed registration) etc. need to be submitted along with the duly filled Form 20.
Step 4: Pay the applicable registration fees and taxes at the RTO
This includes registration fees, road/green taxes calculated based on the vehicle's invoice value, type and age. Fees can be paid via demand draft, cash or debit/credit card at the RTO.
Step 5: Get your vehicle physically inspected at the RTO
On the allotted date, take your vehicle to the RTO premises for verification of details against documents and testing of critical safety components by the RTO inspector.
Step 6: Collect the registration certificate (RC book) from RTO
If your vehicle passes the RTO inspection, the RC book will be issued within 1-2 weeks containing the registration number allotted to your vehicle.
Step 7: Get high-security registration plates installed
The RC book is valid only with the security registration plates bearing the unique registration mark. Only then you can legally drive your registered vehicle.

Passport-size photographs of the vehicle
Form 20 - Vehicle registration application form
Form 21 - Vehicle sale certificate duly filled by seller
Form 22 - Includes owner's declaration of compliance to safety/emission norms

You can check the registration details of any vehicle registered in Rajasthan using its registration number (reg. no./license plate) through the following methods:
Online Verification - Visit parivahan.gov.in and enter the vehicle registration number to view details like owner’s name and address, registration date, tax status, fitness, etc.
SMS Service - Send the registration number to 7738299899 to get key vehicle details via SMS.
Mobile App - Use the mParivahan app, enter the registration no. and view complete vehicle details along with insurance validity status.
Vahan Portal - Visit vahan.parivahan.gov.in and search with the registration no. to get pan-India registration data.
RTO Inquiry - Visit your nearest RTO office and inquire in-person with the registration no. to get verbal confirmation of details.
Legal Verification - Apply for an official Registration Certificate from the RTO by submitting relevant documents.
Follow these steps to obtain a new driving license or renew your expired DL from the Rajasthan RTO:
Visit parivahan.gov.in and register for an account by providing basic personal details
Book a slot for your RTO driving test under the ‘Online Appointment’ tab
Select license type, RTO office, suitable date & time slot, and complete online payment of fees
Visit RTO office on allotted date & time
Take & pass the driving test to obtain your license
Visit your nearest RTO office and obtain application form
Submit duly filled form along with age proof, address proof, passport photos
Book driving test slot by paying fees
Appear for driving test on specified date
Collect your new license on passing the test
