Under the Motor Vehicles Act 1988, any of the vehicles must be registered with the Uttar Pradesh RTO. To register your vehicle, you have to follow the below steps:
Go to the local Regional Transport Department with your new vehicle for registration.
Complete and sign Form 20, the application for new vehicle registration. Submit this form along with the necessary documents.
The RTO Superintendent will carefully review and inspect your documents.
Pay the required registration fees and taxes at the cash counter.
The motor vehicle inspector will examine your vehicle to ensure it meets the necessary standards.
The RTO office will enter Your vehicle's data into a central database, and the superintendent will verify the information.
The Assistant Regional Transport Officer will approve and finalize the registration.
The RTO office will start the process of creating a smart card and send it to your mailing address via post.
The below documents are required to apply for vehicle registration at Uttar Pradesh RTO:
Completed forms 20,21 and 22 can be obtained from the RTO office.
A roadworthiness certificate issued by an authorized vehicle testing center.
Pollution Under Control (PUC) certificate to ensure your vehicle meets emission standards.
Form 60/61 from the Income Tax Department or a PAN card for income and identity verification.
Valid vehicle insurance certificate to cover any damages or liabilities.
Attested copies of address proof such as a Ration Card, Voter ID, or Aadhar card.

The registration certificate issued by Uttar Pradesh RTO is valid for 15 years when it was issued. After that you have to renew the RC of your vehicle.
Renewal should be done within 60 days after it expires.
To renew, visit RTO UP and submit the required renewal fees and documents.
The renewal process involves an inspection by the relevant authority.
After inspection, your registration certificate will be renewed for the next 5 years.
Documents needed for successful renewal include:
Form 25
Current registration certificate
Motor insurance certificate
Renewal fee payment receipt
Pollution under Control certificate
Address proof
Payment receipt for the road tax
Additionally, you may need to bring your vehicle for inspection during renewal physically.
Visit the official website of RTO Uttar Pradesh: https://parivahan.gov.in/parivahan/.
Choose ‘Online Services’ from the list.
After that, select 'Vehicle-Related Services.'
Now enter your ‘Vehicle Registration Number’.
Click the button ‘Continue’.
Choose Miscellaneous.
Enter your 'Phone Number.'
Generate OTP.
Choose ' Show all Details.'
After that, choose ' Transfer of Ownership' from the 'Application Selection' menu.
Enter all the required info like address, name, insurance information, etc.
Now, pay the applicable fees by choosing 'Payment' from the menu.
Once the payment is done, ensure both party's documents must be attested.
You must bring the original Registration Certificate, PUC, a copy of the insurance policy, and other essential papers to the RTO.
Once the RTO staff verifies all your documents, you will be assigned a new registration certificate, which will come by post.
Here's a step-by-step guide on what you need and how to change the address in your vehicle RC.
Go to the Regional Transport Officer or Motor Vehicle Inspector Grade I to submit your application for a change of address.
Complete Form No. 33 to officially notify the authorities of your address change. Make three copies if your vehicle is under hypothecation (secured by a loan).
Provide the following documents:
Vehicle Registration Certificate (RC)
Vehicle insurance document
Proof of address change (choose one):
Ration Card
Voter ID Card
Life insurance policy
Passport-size photographs
Pay slips from a government office
Affidavit attested by a Notary, Executive, or First Class Judicial Magistrate
No Objection Certificate (NOC) from the vehicle's financier if it's on a loan
Roadworthiness certificate
Pollution Under Control (PUC) Certificate
Submit your application and documents to the authorities. They will verify the information.
Once verified, the updated address will be recorded in your Registration Certificate.
Renewing a driving license before the expiry date: Rs. 200
Renewing a driving license after the grace period: Rs. 300
Issuance and renewal of a license to a driving school: Rs. 10000
Issuance of duplicate license to a driving school: Rs. 5000
Change in the address in the license: Rs. 500
Issuance of learner license: Rs. 200
Conducting online tests or repeat tests for a learner’s license: Rs. 100
Driving license: Rs. 300
To issue an international driving permit: Rs. 1000
To add another vehicle class to your driving license: Rs. 500
Renewal of authorization for vehicles carrying goods: Rs. 100
